It's a common--but not universal--arrangement in a doric temple, to have steps and columns that go all the way around the temple. The steps are large, not proportioned to the human stride. Visually, the steps, and the light and shadow of the colonnade gives the temple a very sculptural appearance, and invites the visitor to enter the building from any direction.
